DiagnoseConnection was introduced in Internet Explorer 7.

To successfully complete this operation, the Network Diagnostic for Microsoft Windows XP extension must be installed. On Windows Vista, the Network Diagnostics Framework is used.

This method can only be called from a the "res://ieframe.dll/dnserror.htm" resource page.
