HXC3046: The XML file contains no DOCTYPE declaration or the root element is not . 

Given when a Help project file is missing the DOCTYPE declaration element, or the root element is incorrect.

The DOCTYPE declaration, which should appear at the top of the file, references the XML document type definition (.DTD) required to validate the file.

Each file type is required to begin with a specific root element (the first element that appears after the DOCTYPE declaration element). If this element is absent, the file cannot be parsed correctly.

To correct this error

  • Add the DOCTYPE declaration element to the file if it is missing.
