Returns a new TextTipData object.
Remarks
This method creates a new TextTipData object. If you need to derive a class from the TextTipData class, you must derive a class from the ViewFilter class, override this method to return an instantiation of your version of the TextTipData class.
The base method initializes the TextTipData class with the language service's service provider by accessing the Site property on the LanguageService object.
