The AuthorizationFailed event is raised when authorization has failed and the WSFederationAuthenticationModule (WSFAM) is determining whether to redirect to an identity provider (STS).
Set the RedirectToIdentityProvider property to determine whether the redirect runtime logic will be called by WSFAM.
