	RuleEmailAction()	Initializes a new instance of the RuleEmailAction class.

	Name	Description
	CustomEmails	Optional. The email address of an adminstrative user.
	SendToServiceOwners	Optional. This indicates if email is sent to sevice adminstrator and co-administrators.
