FBWF and BOOTSTAT.DAT

On embedded systems with BOOTSTAT.DAT in %windir%, add BOOTSTAT.DAT to the FBWF exclusion list.

If BOOTSTAT.DAT is protected by FBWF, Windows XP Embedded will not shut down properly.
