If a BizTalk Server database goes offline, the BizTalk service recycles itself. The Messaging Engine makes the best effort to shut down all of the receive locations before recycling the service. If this takes longer than 60 seconds, the service terminates. Because the engine is transacted, this does not cause data loss. This time-out is tuned in the registry in BizTalk Server 2010.
