InkContent complex Type [OneNote 2003 XML Schema Reference]

Office 2003

Defines a container for ink data.

Ink objects must be described in Ink Serialized Format (ISF) format, base-64 encoded, or specified by a path to the source file. If you specify a file path, the source file should be a plain file with the byte stream containing the ISF. If you include the ink as data in the XML, then it should be base64 encoded.
