The specification states that the server MUST implement the TLS_RSA_WITH_RC4_128_MD5 cipher suite.

Microsoft Exchange Server does not implement the TLS_RSA_WITH_RC4_128_MD5 cipher suite and, instead, relies on the operating system to provide the implementation.
