When the server is created, it SHOULD populate its ADM from persisted history data obtained from the update agent through an implementation-dependent<34> interface. The Locale ADM element SHOULD be set to an LCID identifying the locale of the user that initiated the update operation recorded in the history entry, and localizable data elements SHOULD be localized to this locale.
