3.2.5.2.11 Not-Quarantine-Capable

The RADIUS server SHOULD add the Not-Quarantine-Capable attribute to the Access-Accept message. The RADIUS server sets the value of the attribute to 0x00000001 if the server received an SoH payload (either in the MS-Quarantine-SoH attribute or inside the EAP payload). If the server did not receive an SoH payload, it SHOULD set the value to 0x00000000.
