2.2.1 DHCP Failover Option 30 (0x1E) – Scope ID List Option
The Scope ID List option is used to convey the list of scope IDs configured on the DHCP server for which the binding updates are being requested.

OptionCode (2 bytes): This field MUST be set to 30 (0x1E).
OptionLength (2 bytes): The unsigned length, in bytes, of the option, excluding the OptionCode and OptionLength fields.
OptionValue (variable): This field contains the list of IPv4 addresses containing the scope IDs of the scopes for which the lease database between the two failover partners has to be synchronized. The scope IDs are specified in host byte order.
