The Telnet: NTLM Authentication Protocol is driven by a series of message exchanges between a Telnet server and a Telnet client. The client response to an incoming message depends on the Command Type (as specified in [RFC2941]) and the NTLM_CommandCode field (as specified in section 2.2.2) of the incoming message.
