The receiving partner MUST be the downstream partner. On receiving this packet, it indicates that the upstream partner cannot handle the CMD_SEND_STAGE packet now or ever. The server MUST discard the Remote Change Order from the inbound connection Inbound Log for the change order inside CMD_SEND_STAGE packet. FRS MUST NOT reply to this CMD_ABORT_FETCH packet.
