The DIMSVC RPC interface of RRASM server MUST be
initialized by RRAS as described in the Start DIMSVC abstract interface
defined in section 3.1.6.
As a part of the initialization process, the RRASM protocol server MUST
register the RPC interface as specified in section 2.1.1.
