a.   The standard states that this element specifies that a paragraph mark shall be treated as deleted (that is, the contents of this paragraph are no longer delimited by this paragraph mark, and are combined with the following paragraph).

Word uses this element to specify that the paragraph mark shall be treated as inserted (that is, the contents of this paragraph used to be combined with the following paragraph but were moved into a new paragraph).
