Notifies clients of changes made to a directory.

Parameters
pszDirectory
Type: System.String[in] Name of the directory that had a change.
Return Value
Type: System.Int32
If the method succeeds, it returns S_OK. If it fails, it returns an error code.

The change could have happened in a sub-directory if sub-directories are also being watched.
