Windows Small Business Server 2003 cannot upgrade this operating system.

You must complete either a new installation or migrate to a new computer running Windows Small Business Server 2003. For more information about completing a new installation, see Chapter 3A, “New Installation,” of Getting Started. If you complete a new installation, to avoid losing data, you must back it up. You can restore the data once the new server is running.
