The ability to design Windows Phone projects in Blend for Visual Studio 2012 is available only when you install the Windows Phone SDK 8.0.
The Blend for Visual Studio 2012 SDK for Windows Phone 8.0 provides conceptual topics and programming reference for behaviors, which are reusable pieces of packaged code that can be dragged onto any object and then fine-tuned by changing their properties.
