About This Download
This release of the Windows 7 Portable Device Enabling Kit for MTP (DEK) includes support for the Media Transfer Protocol (MTP) Specification, version 1.0, and MTP Device Services for Windows. The Windows 7 DEK is designed to assist portable device manufacturers in the development of device firmware that is compatible with the protocols that Windows supports and the concept of device services that is being introduced in Windows 7.
This release of the DEK is provided as two separate downloads:

The tools kit includes design documentation and implementation guidelines, Windows-based reference design, development tools, and the updated MTP Device Simulator.
Note: The tools kit only applies to Windows 7.
Portable Device Enabling Kit for MTP - Reference Code (for All Operating Systems)
The reference code kit includes the core responder reference source code that is being made available under a separate Berkeley Software Distribution (BSD)–style license. You are not required to license the reference code in order to use the tools and resources provided in the tools kit.
To compile the project files provided in the tools kit to run the Windows-based reference design, you must first install the reference code; the project files use the reference code to build the Windows-based design. The MTP Device Simulator and other development tools that ship in the tools kit have no dependencies on the reference code.

The Media Transfer Protocol Porting Kit, version 12, was released on April 30, 2007, and still applies to developing MTP-based devices on Windows Vista and Windows XP. For additional information, refer to this kit.
