Before your users can sign up for the dashboard, you, as the administrator, must first set up the company.
Adding a new company to the website
If this is the first time that your company is using the dashboard, you must register your company on the dashboard.
You need to purchase a Microsoft Authenticode certificate from VeriSign Authentication Services (now a part of Symantec Corporation). This certificate is the accepted standard for establishing your company’s ownership of the code you submit. It allows you to digitally sign your 32-bit or 64-bit .exe, .cab, .dll, .ocx, .msi, .xpi and .xap files.
To obtain a certificate

Purchase a Microsoft Authenticode Certificate from VeriSign Authentication (now a part of Symantec Corporation). For more information, see Get a VeriSign Code-Signing Certificate for Microsoft Authenticode from Symantec.

Enter contact, organization, cryptographic service provider (CSP), and payment information as requested, and wait for verification.

To establish an organization

From either the Windows® Hardware Developer Center or the Windows® Desktop App Developer Center, sign in to the dashboard with the Microsoft account you want to use for logo submission.

On the Establish an organization page, enter the billing name and address for your organization, as well as your own full name and contact information.

Download and sign the Winqual.exe file using the certificate you received from Symantec.

On the Establish an organization page, submit the Winqual.exe file.
When the organization has been established, you can set permissions for yourself and sign the legal agreements.
