Initializes a new instance of the HttpClient class with a specific handler.

Parameters
- handler
- Type: System.Net.Http.HttpMessageHandler
The HTTP handler stack to use for sending requests.
If null is specified for handler parameter, the WebRequestHandler is used as transport handler.
