default local resource file is a must (ASP.NET Web Page Resources Overview)
If system can't find default local resource file, it ignores all resource files.For example you have Default.aspx.en.resx, and your current culture is en-US, but you don't have Default.aspx.resx - in such case ASP.NET will behave in the same way, as there was no resource files at all. (Maybe it's obvious, but it took some time for me to figure that out)
