I could not make this work with utf-16. This should be changed to utf-8 in order to make this work.

You can use -1 for the last write time to indicate that operations on the current handle should not affect the last write time. (This behavior is documented in the WDK, Install File System section, and the parallel behavior for last access time is mentioned above.)
In addition, specifying a zero value for one of the parameters has the same effect as specifying NULL.

You can use the SystemTimeToFileTime function to convert a SYSTEMTIME to a FILETIME. The SYSTEMTIME must be in UTC format. To convert a local time to a SYSTEMTIME in UTC Format use the TzSpecificLocalTimeToSystemTime function.

The documentation for the cchName and cchReferencedDomainName both state 'on input ...' and 'If the function fails because the buffer is too small or if ... is zero, ... receives the required buffer size'. They both fail to mention that if the function succeeds, they will receive the length of the returned string (without the terminating \0 character apparently, as stated by the other comment).
