When the VisualStateGroup that raises the event is set on the ControlTemplate of a control, the Control property is the control that owns the ControlTemplate. When the VisualStateGroup is set on a FrameworkElement that is not in a ControlTemplate, the Control property is a null reference (Nothing in Visual Basic) and you should use the StateGroupsRoot property.
