A manipulation is a real-time, physical action that is applied to an object to change its state. A manipulation is interpreted to scale, rotate, or translate the UIElement object. For example, a photo viewing application might allow users to move, zoom, resize, and rotate a photo. The ManipulationDelta event occurs after the ManipulationStartedEvent event and when the input device changes position.
By default, a UIElement does not receive the ManipulationDelta event. To receive this event, set IsManipulationEnabled to true.
