Gets a value that contains the vertical offset of the scrolled content.

Property Value

Type: System.Double
The vertical offset of the scrolled content. The default value is 0.0.
Remarks

Dependency property identifier field: VerticalOffsetProperty

A positive VerticalOffset value corresponds to the content being offset to the top.

Valid values are between zero and the ExtentHeight minus the ViewportHeight.

The exact meaning of the offset is not clear from the description. Maybe an example (say with TextBlock for content) can make it clear. In other words, is the offset the distance from the top of the scroll area to the top of the content control?
