Gets or sets the rate ScrollViewer slows in device-independent units (1/96th inch per unit) per squared millisecond when in inertia.

When a user scrolls the ScrollViewer by using touch, the user puts a finger on the ScrollViewer, moves the finger across the screen for a short distance, and then lifts the finger while it is moving. The result of this is that the ScrollViewer will continue to move after the user lifts the finger. The property specifies the rate the scrolling slows after the user lifts the finger.
