Invoked when the ItemsPanel property changes.

oldItemsPanel: Type: System.Windows.Controls.ItemsPanelTemplate
Old value of the ItemsPanel property.

newItemsPanel: Type: System.Windows.Controls.ItemsPanelTemplate
New value of the ItemsPanel property.
