DesignTimeResourceProviderFactory Class
Used by control localization to read and write resources at design time.

The DesignTimeResourceProviderFactory type exposes the following members.

When you inherit from the DesignTimeResourceProviderFactory class, you must override the following members: the CreateDesignTimeLocalResourceProvider, CreateDesignTimeLocalResourceProvider, and CreateDesignTimeLocalResourceWriter methods.
