Used by control localization to read and write resources at design time.

When you inherit from the DesignTimeResourceProviderFactory class, you must override the following members: the CreateDesignTimeLocalResourceProvider, CreateDesignTimeLocalResourceProvider, and CreateDesignTimeLocalResourceWriter methods.
