Gets a value indicating whether a control is being used on a design surface.

DesignMode doesn't work when the control is being edited in the browser
When creating webparts, using DesignMode to determine whether teh control is being editing in the browser doesn't work. DesignMode is only used when teh control is being used in a tool such as Visual Studio or SharePoint Designer.
