Gets the time-out value, in minutes, that is specified in the configuration file.

This property gets the time, in minutes, after which the cookie (ticket) expires. If the SlidingExpiration property is true, the property is a sliding value, and it expires at the specified number of minutes after the time that the last request was received. To prevent compromised performance, and to avoid multiple browser warnings for users who have cookie warnings turned on, the cookie is updated when more than half of the specified time has elapsed. This can cause a loss of precision.
