To enable the helpEnabled attribute in a configuration file:

To programmatically enable the HelpEnabled property:
WebHttpBehavior helpBehavior = new WebHttpBehavior(); helpBehavior.HelpEnabled = true; host.Description.Endpoints[0].Behaviors.Add(helpBehavior);
