Modified handling if FireInfoMessageEventOnUserErrors set
This is not completely correct: "An InfoMessage event is generated when a SQL Server message with a severity level of 10 or less occurs."
It should also mention the severity level threshold is less than 17 when SqlConnection.FireInfoMessageEventOnUserErrors is set on the connection.
