The methods all say the API is used for internal use only
All overload documentation says this is used internally, but as stated above, the ConfigurationException class recommends you use this one instead.
The description seems to be incorrect
I ended up here following a link from http://msdn.microsoft.com/en-us/library/system.configuration.configurationexception.aspx - according to that page, ConfigurationErrorsException is a replacement for ConfigurationException.
Odd Description
This exception seems to apply to several kinds of errors, though the description states that it deals only with EnableSessionState?
causes of the Exception
I got this Exception on Windows Server 2008 R2 when trying to start a Windows Service. It was reported by the .NET Runtime after the Service was installed by an installer.
Application: Service.Exe
Framework Version: v4.0.30319
Description: The process was terminated due to an unhandled exception.
Exception Info: System.Configuration.ConfigurationErrorsException

It was not clear as to the cause of the exception.
The explanation for the exception didn't appear until I ran it in debug mode.
System.Configuration.ConfigurationErrorsException: Configuration system failed to initialize ---> System.Configuration.ConfigurationErrorsException: Only one <configSections> element allowed per config file and if present must be the first child of the root <configuration> element. (D:\Service.Exe.Config line 5)
The exception occurred because the first element of the configuration element in the Windows Service configuration file was not the configSections element, but appeared later in the configuration element.
