CannotUnloadAppDomainException is thrown when there is an attempt to unload the following:

  • The default application domain, which must remain loaded during the lifetime of the application.

  • An application domain with a running thread that cannot immediately stop execution.

  • An application domain that has already been unloaded.

CannotUnloadAppDomainException uses the HRESULT COR_E_CANNOTUNLOADAPPDOMAIN, which has the value 0x80131015.

For a list of initial property values for an instance of CannotUnloadAppDomainException, see the CannotUnloadAppDomainException constructors.

Native Thread
This exception will not be thrown when thread is executing managed code. But it will get called when it's blocked in unmanaged API.

Easiest console app which will display this exception type:

class Program
{
static void Main(string[] args)
{
AppDomain kengaDomain = AppDomain.CreateDomain("Kenga Domain");
Kenga kenga = (Kenga)kengaDomain.CreateInstanceAndUnwrap(Assembly.GetExecutingAssembly().FullName, typeof(Kenga).FullName);

Thread t = new Thread(() =>
{
kenga.BeStuck();
});
t.Start();

// Wait until BeStuck is actually being called
Thread.Sleep(2000);

// This will throw CannotUnloadAppDomainException
AppDomain.Unload(kengaDomain);
}
}

public class Kenga : MarshalByRefObject
{
public void BeStuck()
{
MessageBox.Show("Stuck");
}
}

Output will be:
Unhandled Exception: System.CannotUnloadAppDomainException: Error while unloading appdomain. (Exception from HRESULT: 0x80131015)
at System.AppDomain.Unload(AppDomain domain)
at ...
Also happens when unloading an app domain from the finalizer thread...
You'll also get this exception if you attempt to call AppDomain.Unload from the finalizer thread.  You can work around it by having your finalizer queue the unload onto a worker thread.  If the worker thread fails to unload it you can create a new instance of the finalizable object and have it try again.
