true if actual costs are spread to the status date.
Remarks
PROJ_OPT_SPREAD_ACT_COSTS maps to the Edits to total actual cost will be spread to the status date option in the Calculation tab of the Options dialog box in Microsoft Office Project Professional.
The default value for new projects is determined by the enterprise global template. If there is no enterprise global template value, the default value is true.
