The guidelines presented here are appropriate for most Team Foundation Server data-tier deployments. They have been tested and validated specifically for environments that contain fewer than 2,000 users on a single Team Foundation Server. The server that is running Team Foundation Server should have a reliable network connection with a minimum bandwidth of 1 Mbps and a latency maximum of 350ms.

Why for 400-800 users dual processors is 2.8 Ghz, but for 200-400 its dual processors 3.4 Ghz? Less Ghz for more users?
