When Microsoft Office Excel displays a modal dialog box, no other action can take place until the dialog is closed. If you create a new project when Excel is either in edit mode or is displaying a modal dialog box, the Visual Studio Tools for Office Project Wizard cannot create the project because it cannot open a new Excel workbook.
To correct this error

If Excel is displaying a modal dialog box, close the dialog box.

If Excel is in edit mode, click another cell on the worksheet to exit edit mode.
