Values should be either 0, <= goal index or < SolvedGoalCount
key

The goal row key
vid
Type: System.Int32%
The goal row vid
minimize
Type: System.Boolean%
Whether the goal is to minimize
optimal
Type: System.Boolean%
Whether the goal is optimal
