Clarification Please
What is this property actually telling us? Is this the list of all the Time Zones available to choose for a particular web's TimeZone property? Is this the same for all Webs? How does it differ, at all, from the static SPRegionalSettings.GlobalTimeZones property (http://msdn.microsoft.com/en-us/library/microsoft.sharepoint.spregionalsettings.globaltimezones.aspx)?  For example, if I were creating a custom "TimeZone" field, would it be more appropriate to use the TimeZones collection of an instantiated SPRegionalSettings object (i.e. from an SPUser or SPWeb)?  Or more appropriate to populate with values from the SPRegionalSettings.GlobalTimeZones static property?  Are there any cases were these would differ?
