Defines the types of resources in SQL Database that may be subject to throttling conditions.

DataReadIoDelay3 Corresponds to the "Database Read IO Delay" resource, which may be subject to throttling.
Cpu4 Corresponds to the "CPU" resource, which may be subject to throttling.
