Provides a security token manager for federated client credentials.

Remarks

WCF Extensibility allows for providing custom token handling. This class serves the SecurityTokenProvider and the SecurityTokenAuthenticator for SAML. The SAML token authenticator does not validate the certificate. The provider calls the STS to get an on-behalf-of token.
