The standard defines the attribute xlink:actuate within the element <draw:image>: This attribute is not supported in WordPad.

The standard defines the attribute xlink:href within the element <draw:image>: This attribute is supported in WordPad. If xlink:href refers to a file not within the package, then WordPad does not render the image.
