- An ULONGLONG value that represents the time when a response was received from the hosting server or
0if the document could not be loaded.
Returns S_OK if successful, or an error value otherwise.
The value reported by the IHTMLPerformanceTiming::responseStart property represents the number of milliseconds between the recorded time and midnight January 1, 1970 (UTC).
