Gets the time when the Document Object Model (DOM) begins to load for the document that is loaded by the window object.

- An ULONGLONG value that represents the time when the DOM begins loading or
0if the document could not be loaded.
Returns S_OK if successful, or an error value otherwise.
The value of the IHTMLPerformanceTiming::domLoading property is controlled by the readyState property of the document object associated with the window object. The value of the IHTMLPerformanceTiming::domLoading property is updated when the readyState property is set to
loading. If the document cannot be loaded, the value of the IHTMLPerformanceTiming::domLoading property is available after the onload event has finished executing.
The value reported by the IHTMLPerformanceTiming::domLoading property represents the number of milliseconds between the recorded time and midnight January 1, 1970 (UTC).
