<title> tag should occur only once in a page.
If there is more than one
<title> tag inside the
<head> tag section of a page, a search engine may arbitrarily decide which one is the most relevant in the search engine results. This may reduce the page relevancy for a keyword search and may lower the search-engine ranking of the page. Additionally, the site developer may lose some degree of control over what the page is targeted for.

<meta name="keywords"> tags in the
<head> tag section.
