The Windows Driver Kit (WDK) provides the DevCon source files as code samples, to illustrate use of general setup functions, device installation functions, and PnP Configuration Manager functions.

The source code for the Device Console (DevCon) Tool is available from the MSDN Hardware Samples code gallery.
