a.   The standard references only connection shapes as a part of the picLocks element attribute descriptions for the AG_Locking attribute group.

In Office, AG_Locking attribute group attributes also applies to shapes and pictures.

b.   The standard uses a shared attribute group for the locking attributes of shapes, pictures and other graphic objects.

Office ignores attributes noChangeArrowheads, noChageShapeType, noEditPoints and noRot when applied to a picture object. Additionally, PowerPoint ignores noAdjustHandles and Word ignores noMove and noResize when applied to a picture object.
