For clients who do not host their own Windows Live Agents, but rather use the Microsoft hosting environment, Microsoft has a Partner Hosted Infrastructure and a Sign-Up procedure to initiate the service.
As the Owner of the Windows Live Agent, you must fill out the New Agent Application and submit legal agreements. Throughout the application process, and any time thereafter that you update code for the agent, you will interact online with the Microsoft approval personnel.
